The district was formed in 2011 by the merger of the SheffieldChapinMeserveyThornton (SCMT) and the RockwellSwaledale Community School districts. Sheffield is home to the Sheffield High School, which was founded in the 1950s. The high school is located on the campus of the University of South Carolina at Greenville. The school's mascot is the Bulldog and the school's colors are blue and white. It is also the home of the South Carolina Gamecocks, who have won several state championships in recent years. The South Carolina High School of Science and Technology is located in the town. It was founded by the South Carolinians in the 1960s after the district's merger with the Chapin Community School district. It has been home to a number of high schools, including South Carolina State College, South Carolina College of Education, and South Carolina Agricultural and Life Sciences. Notable person

Fred Schwengel represented Iowa's 1st congressional district for over a decade. He was a member of the Iowa House of Representatives. He served in the House from 2003 to 2010. He is a former member of Iowa's Senate and Iowa's House of Representative. He died in 2011 at the age of 69. He had served in Congress for over 10 years and was a Republican. He also served as governor of Iowa from 2002 to 2007. He has a daughter and son-in-law, both of whom are also politicians. He lived in Iowa and served as a congressman from Iowa for 10 years. He currently lives in Iowa with his wife and two children. He previously served as Iowa's governor from 2001 to 2007, and was in Congress from 2007 to 2010, when his term ended. His son, also a congressman, is currently serving in the Iowa Senate. His daughter is a congresswoman from Iowa, as well. She was elected in 2008 and served until 2010. She is currently in her second term. He once served as chairman of the House Appropriations Committee. He later served as chair of the Senate Homeland Security Committee. His wife was a senator from Iowa from 2006 to 2008, and is now serving as chairwoman of the Insurance Committee for Iowa's Insurance Committee. She died in 2012.
